“To shine like the sun, you must first burn like the sun.”
Great leadership is rarely born in ease; it is forged through relentless discipline, continuous learning, and an unwavering commitment to public welfare. Among the finest administrative minds emerging from the rich soil of Pishin, Balochistan, stands Naqeebullah Kakar—a seasoned civil servant, scholar, and athlete whose career embodies the transformative power of perseverance.
Born in 1988, Naqeebullah’s academic trajectory laid the foundation for his analytical approach to governance. He completed his early schooling at Government Technical Model School Quetta, followed by his F.Sc (Pre-Medical) at the prestigious Tameer-e-Nau Public College.
Recognizing his deeper interest in statecraft and global affairs, he transitioned into the social sciences, earning both his Master’s and M.Phil in International Relations from the University of Balochistan. This academic depth would later become the bedrock of his administrative policy-making.
True mastery in governance comes from understanding every layer of public administration. Naqeebullah’s path to the executive cadre was not direct; rather, it was a multi-faceted journey that prepared him for the complex responsibilities he bears today.

Hailing from a rural background where early education was primarily conducted in Urdu, Naqeebullah faced the formidable challenge of mastering advanced English academic writing for competitive examinations.
Undeterred by linguistic and systemic hurdles, he appeared for the Provincial Civil Service (PCS) examination and passed in his very first attempt. With this historic achievement, he became the first individual from his tribe to be appointed as an Assistant Commissioner (B-17) in the elite provincial civil services.
His administrative tenure and dedication to institutional reform have earned him prestigious accolades, including special commendations from both the President and Prime Minister of Pakistan for his contributions to governance and communication infrastructure in Balochistan.
Naqeebullah Kakar is the epitome of a well-rounded leader:
Driven by deep faith and guided by the teachings of the Prophet Muhammad (PBUH), as well as the bold governance model of modern leaders like Turkish President Recep Tayyip Erdoğan, Naqeebullah’s administrative vision focuses on tangible human development:
As he continues to serve the public, his core message to the youth of Pakistan remains simple yet profound:
“Focus your energy on becoming empathetic human beings, and always use your personal capacity to uplift the underprivileged.”
