Architect of Empowerment: The Lifelong Mission of Nadir Gul Barech

These profound words by Rick Warren reflect the driving force behind one of Balochistan’s most dedicated social leaders—Mr. Nadir Gul Barech, Chief Executive Officer of the Balochistan Rural Support Programme (BRSP). Beyond titles and accolades, Mr. Barech is widely recognized across the province as a compassionate champion for the underprivileged, devoting his life to systemic poverty alleviation.

Roots and Early Beginnings

Belonging to the respected Barech tribe, Mr. Barech completed his schooling and higher education in Quetta. Driven by a desire to understand social structures and governance, he earned a Law degree alongside Master’s degrees in both International Relations and Sociology from the University of Balochistan.

Despite having no political lineage, his ethos has always been straightforward: serving humanity strictly on a non-religious, non-ethnic, and non-partisan basis. An avid reader, music enthusiast, and traveler, Mr. Barech has represented Pakistan in over 50 countries, bringing global development perspectives back to his homeland.

The Journey to Public Service

Reflecting on his career path, Mr. Barech credits his achievements to hard work and the prayers of the communities he has served.

“After completing my Master’s, I started as an Assistant Field Director at a local NGO and was later promoted to Deputy Director. I also served in the Public Health Engineering Department for two years, but I quickly realized that traditional government roles didn’t align with my vision. I wanted to be directly on the ground, making a tangible difference.”

Driven by this conviction, he rejected several lucrative international job offers. After completing a crucial assignment with a United Nations agency in Islamabad, he returned to Quetta in June 2007 to assume leadership of BRSP, determined to turn the vision of a poverty-free Balochistan into reality.

Transforming BRSP into a Beacon of Hope

Drawing inspiration from the community development models of Dr. Akhtar Hameed Khan and Shoaib Sultan Khan, Mr. Barech overhauled BRSP’s operational scale. Between 2001 and 2006, the organization’s reach was limited to a single district. Today, under his leadership, BRSP operates across 25 districts in Balochistan.

The cornerstone of the RSP approach relies on three core pillars:

1. Community Institutions: Fostering grassroots governance based on self-help, transparency, accountability, and social inclusion.
2. Advocacy & Capacity Building: Empowering rural communities to articulate their needs and claim their rights.
3. Targeted Poverty Alleviation: Utilizing the Poverty Scorecard (PSC) methodology at the household level to ensure aid reaches the most vulnerable union councils and villages.

Through integrated social mobilization—encompassing micro-savings, interest-free community funds, natural resource management, and rural infrastructure—BRSP has bridged the gap between marginalized communities and state institutions.

A Legacy of Impact

Under Mr. Barech’s stewardship, BRSP’s footprint across Balochistan speaks for itself:

• Healthcare & Crisis Response: Played a pivotal role in establishing PPHI, strengthening over 400 Basic Health Units (BHUs), and managing malaria control across 729 health facilities. During the devastating earthquakes and floods of 2007, 2010, and 2013, BRSP provided emergency relief to over 2.3 million people across 12 districts.
• Infrastructure & Clean Water: Implemented more than 28,000 community infrastructure schemes, including irrigation channels, Karez restoration, soil conservation, and over 1,100 clean drinking water systems that serve more than a million residents.
• Shelter & Green Energy: Constructed over 10,000 one-room shelters for vulnerable families and introduced 132 renewable energy projects (solar, wind, and hydro), bringing sustainable power to thousands of rural households.

Looking Ahead

Looking to the future, Mr. Barech remains committed to strengthening livelihoods, healthcare, and nutrition, with a special focus on empowering women and persons with disabilities.

Guided by the principles of figures like Bacha Khan, Quaid-i-Azam Muhammad Ali Jinnah, and Allama Iqbal, his advice to the youth is rooted in practical action:

“Do not waste precious time. Focus deeply on your education, stay active in sports, and remember that a government job isn’t the only path to success. Developing practical, market-relevant skills is the surest way to build a sustainable future.”
