1. Rising from the Ground Up: Early Journey and Education

Hailing from Khanozai Baba in the Pishin district, Muhammad Waqar Kakar’s early journey started in a simple environment like that of any ordinary youth. He completed his foundational education at Tameer-e-Nau School, followed by FSC at Tameer-e-Nau College, and then pursued his Bachelors from Government Science College Quetta.

Waqar Kakar shares that his family background was entirely ordinary, with no concept of elite status or heavy references. However, he was always drawn to civil service officers who stood shoulder-to-shoulder with the common people at the grass-root level during crises and served as the true face of the government. This aspiration led him to Quaid-e-Azam University, Islamabad, where he completed his Master’s in History and achieved a Gold Medal through his sheer hard work.

2. Burning the Boats: Remarkable Success in CSS and PCS

Once his education concluded, Waqar Kakar made a firm decision to pursue social sciences and civil services instead of opting for engineering or medicine. He was allocated to the Inland Revenue Service (48th Common) in CSS, but his passion for serving Balochistan brought him back to his province when he secured Second Position across all of Balochistan in the PCS results, choosing the Provincial Management Service (PMS).

The Kuchlak Flood Crisis: A Test of Human Spirit

According to Waqar Kakar, one of the most emotional and defining experiences of his life was the severe flood crisis in Kuchlak. He remembers spending nine continuous hours in the water alongside his team, successfully rescuing 21 people. Returning to the office completely exhausted only to learn that 50 more people were trapped in the water, he immediately stepped back out without rest to save their lives. This event brought him a profound spiritual peace and a deep sense of achievement far beyond any award.
