Early Education and Professional Beginnings

Born in Quetta, Roshan Khursheed Bharucha completed her initial schooling and undergraduate degree at the University of Balochistan before moving to Punjab for her Master’s degree.

She began her career in education, teaching at prestigious academic institutions across Quetta. In 1982, she transitioned into development governance by joining the International Labour Organization (ILO) as a secretary, later serving as a Project Manager with GTZ (now GIZ, the German Agency for International Cooperation).

Political Career and Cabinet Roles

Driven by a passion for social welfare and youth empowerment, Mrs. Bharucha entered public office to advocate for Balochistan’s marginalized communities.

Her key political milestones include:

• Provincial Minister for Social Welfare (2000 & 2009): Spearheaded key social initiatives, including playing a pivotal role in the founding and inauguration of the Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS) in 2000.
• Member of the Senate of Pakistan (2003): Served as Chairperson of the Senate Standing Committee on Health, driving policy efforts to improve regional healthcare infrastructure and educational awareness.
• Federal Caretaker Minister (2018): Held multiple portfolios in the federal caretaker government, including Human Rights, Kashmir Affairs & Gilgit-Baltistan, States and Frontier Regions (SAFRON), Railways, and Postal Services.

Social Work and Humanitarian Contributions

Beyond her legislative service, Mrs. Bharucha has dedicated decades to community development and philanthropy:

• SOS Children’s Villages Balochistan: Manages and directs the SOS Children’s Village in Quetta, providing shelter, education, and care to over 140 orphaned and vulnerable children.
• Senior Citizens Advocacy: Leads the Senior Citizens Organization to safeguard rights and welfare policies for the elderly.
• Global Recognition: Received international honors for her humanitarian work, including the World Zoroastrian Award for Social Work in the United States and the All-Asia Representative Award. Over her career, she has represented Pakistan across more than 30 countries.

Vision for Balochistan’s Youth

A scholar, agricultural landowner, and advocate for women’s empowerment, Mrs. Bharucha is currently working on documenting the contributions of regional female leaders for an upcoming book on the women of Balochistan. Her primary focus remains expanding international scholarship access, vocational training, and economic avenues for young graduates across the province.
