In the administrative landscape of Balochistan, few stories embody this truth as powerfully as that of Saeed Ahmed Dummar—a man who defied educational barriers to emerge as the provincial topper of the PCS examination and the first Assistant Commissioner from his tribe.

Deep Roots and Academic Foundations

Born on September 16, 1981, Saeed hails from Killa Dumarran in Kuchlak, a small town situated a short distance from Quetta. His early academic foundation was laid in a local government school in Kuchlak, followed by intermediate studies at Govt. Musa Inter College and a Bachelor of Science (B.Sc.) degree from Govt. Science College, Quetta.

Driven by a deep passion for natural sciences, Saeed completed his Master’s degree in Zoology from the University of Balochistan (UOB) in 2005.

His professional career began shortly before his Master’s completion, when he was appointed as a researcher at BUITEMS in 2004. Recognizing his natural affinity for academics, he subsequently passed competitive tests to become a Lecturer at a Government Degree College, and later served as a District Forest Officer (DFO) in the Forest and Wildlife Department in 2011.

Overcoming the Language Barrier

Despite securing stable and respected government positions, Saeed’s inner drive refused to let him settle for the status quo. Guided and encouraged by his mentor and teacher, Mr. Asim Iqbal, he set his sights on the ultimate goal: the Provincial Civil Service (PCS) examination for the position of Assistant Commissioner.

The path, however, was filled with daunting challenges. Having received his entire early education in Urdu-medium schools, translating complex administrative and analytical concepts into English for high-level competitive exams seemed like an insurmountable hurdle.

Where others saw an obstacle, Saeed saw a test of character. Through relentless practice, late-night study hours, and sheer determination, he mastered the language, placing his ambitions far above his fears. When the final PCS results were announced, he did not just pass—he topped the entire province of Balochistan.

With this historic achievement, Saeed earned the distinct honor of becoming the very first Assistant Commissioner from the Dummar tribe.

A Vision for Public Welfare

For Assistant Commissioner Saeed Ahmed Dummar, achieving top rank was never about personal prestige; it was about gaining a broader platform to serve his people.

Throughout his administrative assignments, his primary focus has remained steadfast on two critical pillars of governance: Health and Education. Driven by his own academic hurdles, Saeed’s ultimate dream is to establish a dedicated academy that provides high-quality, accessible education to underprivileged youth across the province, ensuring no student is held back by regional or linguistic barriers.

Mentors, Passions, and Personal Life

Saeed credits his remarkable journey to two central figures in his life: his elder brother, Nisar Ahmed Dummar, whose unconditional support kept him grounded, and his mentor, Mr. Asim Iqbal, who recognized his latent potential long before he saw it himself.

Outside the demanding world of civil administration, Saeed is an avid cricket enthusiast. His passion for the sport is legendary among his peers—having watched nearly every major cricket match continuously since 1992.
